TRHSI is a one-time, time-limited permanent residence (PR) pathway launched when B.C. restructured its nominee program on April 23, 2026; registration opened June 15, 2026, and eligibility is confined to three National Occupational Classification (NOC) codes — 65312, 65310 and 64410 — with applicants required to have completed nine months of continuous full-time work with the same employer, in the same eligible region and in the same occupation. Both rounds were authorized by ministerial instructions signed in Ottawa by Immigration Minister Lena Metlege Diab under the Immigration and Refugee Protection Act (IRPA). The senior managers category, created in February 2026, has now run three draws, with the cut-off falling from 429 in its first round to 392 and then 389 -- a cumulative drop of 40 points and the lowest threshold in the category's short history. Over the same period, the CEC cut-off has declined for a third consecutive round after peaking at a 2026 high of 523 on August 18. Through round #444, IRCC has held 56 draws and issued 128,982 invitations in 2026, an annual record since Express Entry was launched.

Immigration, Refugees and Citizenship Canada (IRCC) held the 442nd Express Entry round on September 14, 2026, issuing 576 invitations to apply (ITAs) for permanent residence to candidates in the Provincial Nominee Program (PNP) category with a minimum Comprehensive Ranking System (CRS) score of 734, up 37 points from the 697 recorded on August 31, the lowest PNP cut-off of the year, while the size of the round edged past the 562 invitations issued two weeks earlier to make it the second-largest PNP round since June 22. Analysts expect the remaining PNP rounds this year to keep to a roughly biweekly rhythm of a little over 400 invitations each, with the cut-off driven largely by how quickly the provinces feed new nominations into the federal pool.

The Alberta Advantage Immigration Program (AAIP) held three draws between September 1 and September 9, 2026, all aimed at candidates holding an Alberta job offer, issuing a combined 722 invitations to apply for a provincial nomination: on September 1, the Alberta Opportunity Stream invited 575 candidates with a minimum score of 56; on September 3, the Alberta Express Entry Stream – Accelerated Tech Pathway invited 96 tech workers with a minimum score of 60; and on September 9, the Dedicated Health Care Pathway – Express Entry invited 51 health care workers, also at a minimum score of 60. As of September 9, Alberta had issued 4,864 nominations this year, roughly 74 percent of its full-year allocation of 6,603, leaving 1,739 spots; the Worker Expression of Interest pool still held 35,957 active profiles, of which the Alberta Opportunity Stream alone accounted for 22,381 against just 837 remaining nominations in that stream, so competition remains intense. Health care and technology are both among Alberta's designated priority sectors for 2026, alongside construction, aviation, agriculture and manufacturing.

On September 4, 2026, Immigration, Refugees and Citizenship Canada (IRCC) held this year's third Express Entry draw targeting healthcare and social services occupations, issuing 3,500 invitations to apply (ITAs) for permanent residence with a minimum Comprehensive Ranking System (CRS) score of 475 — unchanged from the previous healthcare round on June 25 and above the 467 recorded in the category's first round of the year on February 20. The category has now issued 11,500 invitations in 2026. The round was also IRCC's 53rd Express Entry draw of the year, pushing the 2026 total past 126,000 invitations, of which the Canadian Experience Class (CEC) and the French-language proficiency category together account for more than 80 percent — a distribution that reflects Ottawa's current preference for candidates already in Canada while still steering capacity toward shortage occupations. Since IRCC refreshed its category framework on February 19, 2026 and raised the minimum work-experience requirement for renewed categories from six months to one year, healthcare cut-offs have trended higher overall, leaving eligible health and social services workers to reassess both their scores and their timing.

Immigration, Refugees and Citizenship Canada (IRCC) held Express Entry round #440 on September 3, 2026, issuing 229 Invitations to Apply (ITAs) for permanent residence to candidates in the Physicians with Canadian Work Experience category, with a minimum Comprehensive Ranking System (CRS) score of 198 and a tie-breaking rule set at August 6, 2026 at 19:40:38 UTC. It was the third draw for the category since it was created in February 2026, following rounds that issued 391 ITAs at a cut-off of 169 on February 19 and 271 ITAs at 223 on June 24, bringing the category's cumulative total to 891 invitations. The contrast with other streams in the same week is stark: the Canadian Experience Class (CEC) round required 521 points and the Provincial Nominee Program (PNP) round 697. The dedicated category grew out of a package of measures the federal government announced on December 8, 2025 to expand Canada's supply of doctors, and it is designed to retain foreign-trained physicians already practising in Canada at a time when roughly 5.9 million Canadian adults have no regular family doctor. The steadily shrinking invitation counts across the three rounds have been read by several immigration agencies as evidence that IRCC is progressively draining the pool of eligible candidates rather than as a sign of tougher competition; for applicants with at least one year of full-time physician work experience in Canada in the past three years, this is a favourable window to enter the pool and be invited.

Immigration, Refugees and Citizenship Canada (IRCC) held Express Entry draws on two consecutive days, August 31 and September 1, 2026. Round #438 on August 31 issued 562 invitations to apply (ITAs) to Provincial Nominee Program (PNP) candidates with a minimum Comprehensive Ranking System (CRS) score of 697 — the lowest cut-off across all 17 PNP rounds held so far in 2026, a drop of 63 points from the 760 required on August 17, and the largest PNP round since June 22. Round #439 on September 1 issued 2,000 ITAs to Canadian Experience Class (CEC) candidates at a minimum score of 521, two points below the 523 that set the year's high on August 18 but still the second-highest bar the category has imposed in 2026. Both sets of Ministerial Instructions were signed in Ottawa by Immigration Minister Lena Metlege Diab. With these rounds, Express Entry has now held 51 draws in 2026 and issued 122,427 invitations, including 51,250 across 15 CEC rounds and 7,961 across 17 PNP rounds. The August 30 pool snapshot showed that of 226,673 candidates, only 559 held a CRS score above 601, while 19,542 were clustered between 501 and 600 — and analysts attribute the falling PNP cut-off to a larger supply of provincial nominations, particularly Ontario's resumption of intake on August 4, rather than to any loosening of standards, while CEC candidates still need to sit above 515 to have a reasonably reliable expectation of an invitation.

British Columbia has for the first time put numbers on where its provincial nominations will go next year, disclosing in the "BCPNP – 2025 Statistical Report and Year in Review" released on August 26 that it plans to issue 1,620 to 2,015 nominations to skilled workers in priority healthcare occupations and 360 to 440 to early childhood educators (NOC 42202) over the course of 2026; measured against the 6,254 nominations available for the year, that works out to 25.9% to 32.2% for health care and 5.8% to 7.0% for early childhood education, meaning the two groups together would absorb 31.7% to 39.3% of the province's entire allocation, well above the 1,844 nominations and 29.7% share the two accounted for in 2025. The tilt continues the direction set by the sweeping overhaul the province made to the British Columbia Provincial Nominee Program (BCPNP) in April, when it closed several streams — including International Graduate, Entry Level and Semi-Skilled (ELSS), and targeted draws for tech occupations — and rebuilt its selection logic around three lanes, Care, Build and Innovate, designating health care, child care, education, veterinary care and construction as its five priority sectors; only two of those five received numeric targets in the new report. On the execution side, the province had issued invitations to apply for nomination to 474 priority healthcare workers and 451 early childhood educators as of August 25, a combined 925, with no fewer than 4,838 invitations issued across all skills categories, and as the province's available allocation grew by a federally granted 1,000 nominations on August 18, minimum scores in recent draws have fallen steadily — the healthcare cut-off dropping from 108 in May to 84 in August, the lowest so far this year.

British Columbia announced on August 18, 2026, on the BC Provincial Nominee Program (BC PNP) news page, that Ottawa has granted the province an additional 1,000 nominations, raising its 2026 allocation from 5,254 to 6,254 and channelling the new spots into the three program objectives the province set on April 23 of this year: care, covering 36 in-demand occupations across health care, education, childcare and veterinary medicine; build, covering nine construction trades; and innovate, aimed at candidates with high wages or high registration scores. British Columbia is the third jurisdiction to publicly confirm a federal top-up in 2026, after the Northwest Territories added 103 nominations on August 7 and Alberta added 200 on August 10, and its increase is by far the largest of the three. Seen against a longer horizon, however, 6,254 is only 40 more than the 6,214 the province ended 2025 with after two federal top-ups, still well below the 8,000 it received in 2024, and short of the 9,000 it asked Ottawa for this year. As of August 20, 2026, the BC PNP had issued 3,260 invitations under innovate, at least 946 under care and 572 under build, plus 60 through a separate time-limited rural health stream, pushing the year's total past 4,800. Cut-off scores have fallen across every stream since May, the latest innovate draw dropped the wage floor to $55 per hour, the lowest of 2026, and the province has said it intends to use the entire allocation before December 31.

The tie-breaking rule was set at March 1, 2026, 18:34:05 UTC, candidates had to rank within the top 5,000 of the category to be invited, and invitations were issued over a window running from August 19 to August 20, 2026 under Ministerial Instructions signed in Ottawa by Immigration, Refugees and Citizenship Minister Lena Metlege Diab; those invited may apply for permanent residence through the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC) or the Federal Skilled Trades Program (FSTP). This was the tenth French-language draw of 2026, bringing the category's year-to-date total to 50,500 ITAs — surpassing the full-year 2025 figure of 48,000 in just eight months — and the cut-off has now slid across three consecutive rounds from 420 to 382 while the tie-breaking date has moved further back in time, a combination widely read as evidence that the supply of high-scoring French-speaking profiles in the pool is being exhausted. With Ottawa targeting Francophone permanent residents outside Quebec at 9 percent of admissions in 2026 and 10.5 percent by 2028, French-language ability has become the single most powerful advantage available in Express Entry — yet IRCC is simultaneously advancing a CRS reform proposal that would cut or remove French-language points, clouding the medium-term outlook for this pathway.
