Newfoundland and Labrador has become the latest province to opt into the federal government's temporary public policy giving rural employers more flexibility to hire low-wage temporary foreign workers under the Temporary Foreign Worker Program (TFWP), according to a federal webpage update on June 2. The policy, in force since April 1, 2026, will see Newfoundland and Labrador adopt both available measures across all sectors: eligible rural employers may retain their existing share of low-wage temporary foreign workers even where it already exceeds the 10% cap, and may apply a 15% cap rather than the standard 10% on the proportion of low-wage positions filled by foreign workers. The measures take effect provincially on June 11 and are expected to remain in place until March 31, 2027. Only employers located outside Statistics Canada–defined census metropolitan areas qualify, and those that fail to meet all regular TFWP requirements—including proving efforts to recruit Canadian citizens and permanent residents first—are excluded; British Columbia, Manitoba, New Brunswick, Nova Scotia and Quebec have already opted in, while Alberta and Nunavut are not participating.

Immigration, Refugees and Citizenship Canada (IRCC) has lowered the bar for accepting overseas proof of citizenship applications, instructing officers that applications filed from outside Canada and the United States are now subject only to a minimal completeness check: a file may be returned as incomplete solely when it lacks a required signature, proof of payment, compliant photographs, or a complete application form (CIT 0001), and as long as those minimum legal criteria are met, an officer may accept the application into processing and simply ask the applicant to supply anything else that is missing. The change matters because, under IRCC's general processing rules, an application returned as incomplete is treated as never received — forcing the applicant to pay the fee again, resubmit, and rejoin the back of the queue — and international applicants had previously been turned away on grounds beyond those four items. The new guidance, "Intake of Canadian Citizenship Certificate Applications (Proof of Citizenship)," was published on May 15, 2026 but takes effect retroactively from March 1, 2026, and also reassigns the completeness check for international applications from IRCC's Global Affairs Canada (GAC) division to the Digitization and Identity Operations Division (DIOD). It comes as demand from abroad — driven largely by Americans — has surged in the wake of Bill C-3, which on December 15, 2025 removed the generational limit on citizenship by descent: the proof of citizenship inventory rose 25 percent in May over April to 70,400 applications, pushing expected processing time to 12 months, up from five months in July 2025.

On April 2, 2026, Immigration, Refugees and Citizenship Canada (IRCC) conducted the year's first category-based Express Entry draw targeting Trades Occupations, issuing 3,000 invitations to apply (ITAs) with a minimum Comprehensive Ranking System (CRS) score of 477. The draw marks a significant milestone as the first Trades selection since IRCC raised the minimum work experience requirement from six months to one year in February 2026, and represents the twentieth Express Entry draw of the year. Notably, the 3,000 ITAs issued in this single draw already exceed the 1,250 total issued under the Trades category throughout all of 2025, underscoring IRCC's growing emphasis on skilled tradespeople. With 58,830 ITAs issued across all categories in 2026 so far, the Canadian Experience Class and French-language proficiency categories continue to account for the largest share.

The Canadian federal government has announced a temporary easing of rules for rural employers using the low-wage stream of the Temporary Foreign Worker Program (TFWP) from April 1, 2026, to March 31, 2027. Under the new policy, eligible rural employers in participating provinces and territories will not only be allowed to maintain their current number of low-wage temporary foreign workers, but will also be able to increase the cap on these workers from 10% to 15% of their total workforce. The move is being seen as a targeted policy adjustment aimed at addressing persistent labour shortages in rural and remote communities. However, the measure will apply only in provinces and territories that choose to participate, and the federal government has not yet released a list of those jurisdictions.

Immigration, Refugees and Citizenship Canada (IRCC) conducted its first Express Entry draw of the year for trade occupations on September 18, 2025. A total of 1,250 candidates received an Invitation to Apply (ITA). However, the minimum Comprehensive Ranking System (CRS) score soared to 505, significantly higher than the previous draw for this category. The primary reason for the score increase is the long interval between draws, which led to an accumulation of high-scoring candidates. Additionally, internal documents suggest IRCC plans to issue more invitations to trade candidates in the second half of the year.
