The Alberta Advantage Immigration Program (AAIP) held three draws between September 1 and September 9, 2026, all aimed at candidates holding an Alberta job offer, issuing a combined 722 invitations to apply for a provincial nomination: on September 1, the Alberta Opportunity Stream invited 575 candidates with a minimum score of 56; on September 3, the Alberta Express Entry Stream – Accelerated Tech Pathway invited 96 tech workers with a minimum score of 60; and on September 9, the Dedicated Health Care Pathway – Express Entry invited 51 health care workers, also at a minimum score of 60. Invited candidates have a set window in which to submit a provincial nomination application, and once nominated they apply to the federal government for permanent residence (PR), with those already in Canada able to apply for a Bridging Open Work Permit (BOWP) while they wait; under Operational Bulletin 699, which Immigration, Refugees and Citizenship Canada (IRCC) issued and brought into force on June 9, 2026, in-Canada provincial nominees who have not yet received an Acknowledgement of Receipt (AOR) for their PR application may apply for a BOWP on the strength of their submission confirmation email and proof of payment, a measure that runs until December 31, 2026. As of September 9, Alberta had issued 4,864 nominations this year, roughly 74 percent of its full-year allocation of 6,603, leaving 1,739 spots; the Worker Expression of Interest pool still held 35,957 active profiles, of which the Alberta Opportunity Stream alone accounted for 22,381 against just 837 remaining nominations in that stream, so competition remains intense. Health care and technology are both among Alberta's designated priority sectors for 2026, alongside construction, aviation, agriculture and manufacturing.

On September 1, 2026, RBC Thought Leadership, the think tank arm of the Royal Bank of Canada (RBC), published a report titled A Smarter Immigration Strategy, arguing that Express Entry has drifted away from the purpose it was built for: since category-based selection was introduced in 2023, lower-scoring candidates have been able to jump the queue through an occupational or language category, while higher-scoring applicants waiting in the pool are left behind. Citing government data, the report finds that the Comprehensive Ranking System (CRS) score needed for an invitation through the Canadian Experience Class (CEC) is "over 100 points more, on average" than what some category draws require, a gap that has been especially visible in the 2026 rounds: through September 4, CEC cutoffs have stayed between 507 and 523, while the French-language proficiency category fell as low as 382 and the February 19 physician draw cleared at just 169 — the lowest cutoff any category draw has ever recorded. In response, RBC puts forward seven recommendations, including inviting the highest-ranked candidates first, tightening or eliminating category-based draws at the federal level, reversing the 2022 legislation that authorized the categories, setting a minimum share of economic immigration for Express Entry, reintroducing a minimum cutoff based on core factors, devolving targeted category selection to the provinces and territories, and committing to regular recalibration of the CRS formula. It bears emphasizing that these are the policy recommendations of a private institution, not a government decision. As of September 9, neither Immigration, Refugees and Citizenship Canada (IRCC) nor Immigration Minister Lena Metlege Diab had responded publicly to the report, and draws for the French-language, healthcare and physician categories are still running as scheduled; IRCC did, however, consult this spring on merging the three federal high-skilled programs and recalibrating the CRS, and again from August to early September on the shape of the 2027 categories, saying it is considering "narrowing" the number or eligibility scope of labour-shortage categories. The 2027–2029 Immigration Levels Plan is due to be tabled in Parliament by November 1, at which point the overall direction of federal economic immigration should become clearer.

Immigration, Refugees and Citizenship Canada (IRCC) published its latest processing time estimates for temporary residence applications on September 2, 2026, and most categories are now faster than they were on August 26. The clearest improvements came in the super visa category, where applicants in Pakistan saw their estimated wait fall by 23 days to 139 days and applicants in the Philippines saw theirs fall by 11 days to 93 days; the study permit estimate for applicants in India fell by two weeks to five weeks and the work permit estimate for applicants in Pakistan fell by a week to seven weeks, while work permit applications submitted from inside Canada are now estimated at 113 days, the lowest figure recorded so far in 2026. Moving the other way, work permit applicants in the Philippines are waiting two weeks longer at seven weeks and applicants in India one week longer at 10 weeks, and the in-Canada study permit estimate rose by a week to eight weeks, its highest level in at least three months. Visitor visa estimates were nearly flat, with every country listed moving by only one or two days. IRCC data also shows the department finalized 1,566,455 temporary residence applications in the first half of 2026, with more than 401,000 still awaiting a final decision at the end of June. The next update to temporary residence processing times is expected around September 9.

The Manitoba Provincial Nominee Program (MPNP) held its 278th Expression of Interest (EOI) draw on August 27, 2026, issuing 741 Letters of Advice to Apply (LAA) to foreign nationals, of which 600 went to people already working in Manitoba in National Occupational Classification (NOC) major group 72, "technical trades and transportation officers and controllers," at a minimum ranking score of 731 points; a further 62 were targeted at bus drivers (NOC 73301) and general practitioners and family physicians (NOC 31102), 21 went to Francophone candidates, and 58 went to skilled workers invited directly through strategic recruitment channels. Occupation-targeted selections accounted for 89.3 per cent of all invitations in the round, underscoring how Manitoba has concentrated its places on workers already in the province and on shortage occupations since its federal allocation was cut. Of the 741 candidates, 150 reported a valid Express Entry profile number and job seeker validation code, which means a provincial nomination would give them an additional 600 points in the Comprehensive Ranking System (CRS). Notably, Manitoba's 2026 allocation of 6,239 nominations is unchanged from its 2025 total after a federal top-up, even as the national provincial nominee allocation has rebounded from 55,000 in 2025 to 91,500 for 2026 - a contrast that is the practical backdrop to how narrowly this round was drawn. Candidates who receive an LAA have 60 days to submit a complete application to the MPNP.

The Government of Alberta announced on August 10, 2026, that the federal government had granted the Alberta Advantage Immigration Program (AAIP) 200 additional regular provincial nomination spaces, increasing its annual allocation from 6,403 to 6,603. Following the adjustment, allocations across six streams and pathways rose by a combined 256 spaces, while allocations for the law enforcement and entrepreneur categories fell by a combined 56, resulting in a net increase of 200. As of July 30, the AAIP had issued 3,892 regular nominations, leaving 2,711 spaces available. At the same time, the Worker Expression of Interest (WEOI) pool contained 36,948 profiles, indicating that demand remains well above available capacity.

Manitoba held its 276th Expression of Interest (EOI) draw on July 30, 2026, issuing 766 Letters of Advice to Apply (LAAs), of which 605 went to candidates currently working in manufacturing and utilities occupations in the province at a cut-off score of 632, a single category accounting for nearly 80% of the round; a further 74 went to workers in seven targeted occupations including aerospace engineers, air pilots, aircraft mechanics and family physicians, 17 went to candidates who communicate with the province in French, and the remaining 70 were issued as direct invitations under the strategic recruitment initiative, led by the Francophone Community with 25. Of the 766 candidates, 94 declared a valid Express Entry profile number and job seeker validation code, meaning that once they receive a provincial nomination they will pick up an additional 600 points under the Comprehensive Ranking System (CRS). Notably, almost every invitation in this round went to people already working or living in Manitoba, continuing the province's "keep the people we already have" posture adopted in 2025; as of July 30, Manitoba has held 15 draws in 2026 and issued 4,822 LAAs, roughly 3.4 times the 1,424 issued over the same period in 2025, even though its federal nomination allocation for this year stands at 6,239, still more than 30% below the 9,500 allocated in each of 2023 and 2024.

On July 21, 2026, Immigration, Refugees and Citizenship Canada (IRCC) launched a new web page titled "Understanding permanent residence numbers in Canada," acknowledging that the annual permanent residence (PR) admission targets it publishes do not capture the full scale of intake. According to the page, the "overall" PR target set by the Immigration Levels Plan is 380,000 per year for both 2026 and 2027, but that figure excludes two "one-time initiatives": up to roughly 115,000 spaces reserved over the same two years for in-Canada protected persons, and up to 33,000 for in-Canada workers. Counting both, Canada plans to admit about 908,000 permanent residents across 2026 and 2027, an annual average of roughly 454,000, nearly 20 percent above the nominal 380,000 target. The page uses a bar chart to show monthly admissions from January to May 2026, splitting levels-plan admissions and one-time admissions into two side-by-side bars; as of May 2026, about 128,000 PRs had been admitted in 2026, with the one-time initiatives accounting for roughly 14.4 percent, or about 18,400 people. The move echoes IRCC's application-backlog page, which was updated the same day, and the "Understanding student and temporary worker numbers in Canada" page launched in August 2025, while the practice of splitting PR intake into "two sets of numbers" traces back to Budget 2025, released in November 2025 - the same budget that first divided federal spending into "day-to-day operating" and "capital investment" categories and drew criticism from economists over what one called an "utterly arbitrary" definition of capital spending.

In a span of less than two weeks, from July 3 to July 15, 2026, the Alberta Advantage Immigration Program (AAIP) ran six draws in quick succession, issuing invitations to apply for a provincial nomination to at least 1,167 candidates, with the focus falling squarely on health-care, law-enforcement and technology occupations along with applicants who plan to settle in the province's rural communities. A single Alberta Opportunity Stream round on July 15 accounted for 833 of those invitations, roughly 70% of the six draws combined, reinforcing the stream's grip on provincial selection this year, while the July 3 Express Entry draw for health-care workers delivered 92 invitations, the largest round of its kind in 2026. As of July 15, the AAIP had held 62 draws and issued more than 10,700 invitations so far in 2026, and had made 3,520 nominations against its annual allocation of 6,403 (a further 50 physicians and 12 francophone candidates were nominated under separate federal spaces that do not count toward that allocation). While the allocation has recovered from the low it hit after Ottawa's early-2025 cuts, it still sits about 30% below the 9,750 ceiling Alberta held in both 2023 and 2024.

As Canada moves into the second half of 2026, the Provincial Nominee Programs (PNP) of both Manitoba and Saskatchewan have each used roughly half of their annual allocations, yet the two provinces are structured differently and measure their progress in different ways. As of the end of May, Manitoba had issued 2,167 nominations out of an annual allocation of 6,239, of which 697 were enhanced nominations issued through Express Entry; from January through June the province held 12 selection rounds and issued 1,833 Letters of Advice to Apply (LAA), with the Skilled Worker Stream accounting for 66%, plus two targeted draws aimed at healthcare (192) and education occupations (431). Saskatchewan, meanwhile, had issued 2,628 nominations out of its 4,761 allocation as of June 30, using up 55%; for 2026 it divides its nominations into three sector categories -- priority, capped and other -- with priority sectors (healthcare, agriculture, skilled trades, mining, manufacturing, energy, technology) reserving at least 50% of spots and already 62% used, capped sectors (accommodation and food services, trucking, retail) limited to 25% and about 60% filled, and the next capped-sector application window set for September 7. Both provinces' allocations are sharply smaller than in 2024, an ongoing aftershock of the federal government's overall cut to provincial nomination spots in 2025.

The Government of Canada has put forward a temporary, targeted measure known as the Manitoba Workforce Transition Bridge, which would let roughly 2,700 foreign workers already living and working in Manitoba keep their work authorization — and their legal status — while the province finishes outstanding Provincial Nominee Program (PNP) nominations. The proposal follows from a 2024 federal public policy that granted up to two-year open work permits to prospective provincial nominees, under which Manitoba had committed to nominate all supported candidates by December 31, 2026; the province has since said it cannot meet that deadline, and the new measure would extend it to December 31, 2027. According to the federal government, more than 1,600 of these workers have already become permanent residents through the earlier policy, while about 2,700 are still waiting for a provincial nomination and could lose their legal status without further action. The proposal is now before the Government of Manitoba, and could only take effect if the province accepts it.
